Election of the President - the basis of a prosperous future of the country and the people

Election campaign of President of the Republic of Uzbekistan has entered a critical stage - after the registration of candidates for President of the CEC began campaigning. About how organized and on what principles based preparation and conduct of the forthcoming elections, UzA correspondent talked with the chairman of the Central Election Commission of Uzbekistan Mirza-Ulugbek Abdusalomov.


- The Constitution of our country stipulates that the President of the Republic of Uzbekistan is the head of state and ensures the coordinated functioning and interaction of bodies of state power, as well as the guarantor of the rights and freedoms of citizens, the Constitution and laws of the country - said M. Abdusalomov. - Election of the President of the Republic of Uzbekistan, which will be held on March 29 this year - is the most important socio-political event in the modern history of our country. In this regard, a of great importance preparation and holding of elections at the highest organizational, legal and material-technical level, in full accordance with enshrined in the national electoral legislation democratic principles of transparency, openness and fairness. Therefore, the creation of modern, meeting the requirements of democracy and the conditions of our dynamic development of the electoral system to ensure free and active participation of citizens, political parties in the electoral processes, reliable guarantees of full implementation of the voting rights, have become one of the key priorities of policy of renewal and modernization of the country, implemented in the years of independence .


The irreversibility of the reforms, their effectiveness is due, primarily, to evolutionary character of the "Uzbek model" of reforms. Step by step, consistently implemented also in the field of forming a democratic electoral system, which ensured its strength, stability, and at the same time is the possibility of further improvement - based on the requirements of time and deepen reforms.


- What is the peculiarity of the current election of the President of the Republic of Uzbekistan?

Clear confirmation of the increased level of political activity, legal and political culture of the population was the election of 2014 in the Oliy Majlis, regional, district and city councils of people's deputies. Their results demonstrated a commitment of our country and people to the building of a democratic state, where the main objective is to ensure the interests, rights and freedoms of a human, the rule of law, equality before it for all citizens.


At the same time, the parliamentary elections showed how increased rigor and strictness of citizens in the assessment of the socio-political and socio-economic reforms, participation in this process of political parties, their practices as well as policy guidelines for the future.


In turn, this has required all parties who have decided to participate in the presidential elections, not only to increase their activity in the election campaign, but also - and above all - to raise to a higher political level of its work, the election programs put forward their presidential candidates.


- What is the legal basis for the elections of the President of Uzbekistan, guaranteeing their implementation in full compliance with the principles of democracy?


- Of course, the basic document for the operation of the national electoral system, as well as democratic development in all other spheres of our society, is the Constitution of the Republic of Uzbekistan. The Basic Law, in particular, provides that the President of the Republic of Uzbekistan is elected by the citizens of the country on the basis of universal, equal and direct suffrage by secret ballot. In addition, since independence formed a package of laws regulating the entire process of presidential elections. First of all, the laws "On elections of the President of the Republic of Uzbekistan", "On guarantees of electoral rights of citizens", "On the Central Election Commission of the Republic of Uzbekistan", as well as a number of other legislative acts.


The basis of the electoral legislation of our country put the key, universally recognized democratic principles enshrined in the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights and other international instruments ratified by Uzbekistan.

All legislative acts adopted in Uzbekistan in this area focus on the strict observance of electoral rights of citizens on the basis of the principles of fairness, transparency, openness and transparency, the creation of the necessary conditions for voters to participate freely in the elections and political parties put forward their candidates for the presidency - the broad and equal opportunities during the election campaign.

In accordance with national legislation, the right to nominate candidates for President of the Republic of Uzbekistan have only political party.
