On the participation of the delegation of the Republic of Uzbekistan at the 116th Plenary Session of the European Commission for Democracy through Law (Venice Commission)

On October 19-20 at the invitation of the Venice Commission of the Council of Europe delegation of the Republic of Uzbekistan headed by the Chairman of the Central Election Commission M.Abdusalomov and with the head of sector of the Presidential Administration of Uzbekistan U.Shermatov participated at the 116th Plenary Session of the European Commission for Democracy through Law, which was held in Venice (Italy).


For more than 25 years of its history, the Venice Commission has become a center uniting the efforts of the international community in the area of ​​ensuring the rule of law. The Venice Commission is currently successfully cooperating with the OSCE Office for Democratic Institutions and Human Rights, including in the field of electoral law. Uzbekistan attaches great importance to cooperation with the Venice Commission and the OSCE Office for Democratic Institutions and Human Rights.


The 116th Plenary Session was attended by the President and members of the Venice Commission, the heads of the statutory bodies of the Council of Europe, government representatives, ministers and senior officials from a number of foreign countries such as Albania, Kazakhstan, the Republic of Moldova, Morocco, Romania, and Tunisia on the legal acts of which the conclusions of the Commission were adopted, as well as experts of the OSCE / ODIHR.


During the session of the Venice Commission participants were informed about the process of developing the draft Electoral Code of the Republic of Uzbekistan by M.Abdusalomov. He stressed that the task of unifying the current electoral legislation into a single Electoral Code that meets international electoral norms and standards was announced in the address of the President of the Republic of Uzbekistan to the Oliy Majlis in December 2017 and the measures to develop draft code were defined by the State Program for the Implementation of the five priority areas for the development of the Republic of Uzbekistan in 2017–2021 in the “Year of support of active entrepreneurship, innovative ideas and technologies” approved by Decree of the President of the Republic of Uzbekistan from January 22, 2018.


It was noted that the improvement of electoral legislation was carried out in accordance with international electoral principles and standards, as well as taking into account the recommendations of the OSCE / ODIHR and the regulations of the Venice Commission.


During the session of the commission, special attention was paid to the recently adopted Resolution of the President of the Republic of Uzbekistan “On measures to introduce modern information and communication technologies into the electoral process”, according to which the Election management information system and a Unified electronic voter list will be implemented into the national electoral system.


According to the results of the Plenary Session of the Venice Commission, an appropriate conclusion was adopted.


Cooperation of the CEC of the Republic of Uzbekistan and the Venice Commission is developing successfully. An important impetus to the further development of this cooperation was the visit of the OSCE / ODIHR and the Venice Commission’s delegation to Uzbekistan in September this year to exchange views with the relevant representatives of state bodies and civil society institutions on the draft Electoral Code of the Republic of Uzbekistan.


In the framework of the visit, the delegation of Uzbekistan met with the President of the Venice Commission, Gianni Buquicchio. During the meeting, Mr. Buquicchio expressed gratitude for effective cooperation with the Venice Commission. He underlined that Uzbekistan, not being a member of the commission, actively cooperates and submitted the draft Electoral Code for expert opinion. Mr. Buquicchio praised the reforms carried out in the Republic of Uzbekistan under the leadership of President Sh.M.Mirziyoyev.


A meeting was also held with the Head of the Department for Elections of the Ministry of Internal Affairs of Italy during which the development of bilateral relations was discussed.
