Members of the CEC (Central Election Committee), the Tashkent regional and city election commissions and the Legislative Chamber of Oliy Majlis, staff of the Constitutional Court, the Prosecutor General, Ministry of Justice, the Women’s Committee, representatives of political parties, the Ecology Movement, Public Youth Movement of Uzbekistan “Kamolot”, the Institute for Monitoring Current Legislation, Institute for the Study of Civil Society and Media participated at the round table.
Deputy Chairman of the CEC Kuchkar Togayev in his speech highlighted the need to improve national electoral legislation. Report of the President of Uzbekistan Islam Karimov at the joint session of Legislative Chamber and Senate on “The Concept of the further deepening of democratic reforms and the formation of civil society in the country” of 12 November 2010 marked a new stage of reform and democratization of the country to further improve the scope of state and public construction, legal sphere, in particular, the electoral law.
Deputy Speaker of the Legislative Chamber Ulugbek Muhammadiyev and others noted in their speeches that the results of elections carried out in Uzbekistan, strengthening inter-party competition suggested different forms, methods and scope of the campaign.
Inclusion of the rules in the electoral law, that is not allowed to conduct the campaign, not only on election day, but the day before the vote, is an important safeguard of the free expression of voters will in the voting process.
According to the participants of the round table, amending Article 6 of the Law “On elections to the Oliy Majlis of the Republic of Uzbekistan”, which establishes the right of observers to attend the conference for this purpose, the Conference of the Ecology Movement, will undoubtedly contribute to transparency and openness of the election of deputies of the Ecology Movement.
It was noted at the event that a number of specific proposals in the Concept for the freedom of choice and the development of electoral law at the present stage of development of society is an important factor in the further liberalization of the electoral process, ensuring their openness to further improve the existing mechanisms of a free and independent will of the citizens.
