CEC APPROVES THE LIST OF CONSTITUENCIES FOR PARLIAMENTARY ELECTIONS

Based on the representation of bodies of state authority, the Central Election Commission of Uzbekistan (CEC) at its regular meeting adopted a resolution on the formation of constituencies for the elections to Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan.

For the parliamentary elections, CEC approved 135 territorial constituencies, whose lists with their names, serial numbers, borders and number of voters were published in the press.

As the UT informed earlier, the law “On elections to Oliy Majlis of the Republic of Uzbekistan” underwent  several changes and additionsin 2008: number of seats in the Legislative Chamber increased from 120 to 150, with 15 seats reserved for members of the Ecology Movement of Uzbekistan. Since each district elects one representative, in accordance with Article 7 of the law, there are 135 territorial constituencies for elections to the Legislative Chamber. The boundaries of electoral districts are outlined according to the administrative structure of the Republic of Karakalpakstan, regions and Tashkent city.

“As a rule, constituencies include equal number of voters. The Central Electoral Commission establishes the quota of voters for each constituency. In the 2009 parliamentary elections, each electoral district on average has 127,500 voters,” explained secretary of the Central Election Commission, Oybek Soatov.

He also noted that the next step is the formation of district electoral commissions on elections to the lower house. Article 12 of the abovementioned bill provides that the district election commissions are formed by the CEC at least 70 days prior to the election. Their staff is approved by the Central Election Commission.

In accordance with Article 16 of the law, candidates for district committees are discussed at meetings of Jokargy Kenes of Karakalpakstan, regional and Tashkent city councils of people’s representatives and recommended for approval in the Central Election Commission.

Members of district election commissions are appointed from among influential members of the public. However, the chairperson, deputy chairperson, secretary and other members of district election commissions can not be members of political parties. Women candidates can not be members of electoral commissions. The same person may be a member of only one electoral commission.

At the meeting, the CEC also discussed the implementation of the concept of preparation and holding elections to Oliy Majlis of the Republic of Uzbekistan, regional, district and city councils of people’s representatives.
