Publishing house named after Gafur Gulam published Commentary on the Law “On the elections to the provincial, district and city (town) Kengashes (Councils) of deputies”.
The Commentary was prepared by G. Ismailova – associate professor of the Department state building and law at the Academy of State and Social Construction under the President of the Republic of Uzbekistan and G. Malikova – associate professor of the department Constitutional Law at the Tashkent State Law Institute. It was prepared taking into account of the current legislation in the framework of the Project “Constitutional and legal basis of the organization and relationship of state bodies and self-governing entities” under the Committee for the coordination of science and technology development under the Cabinet of Ministers.
In the Concept of deepening democratic reforms and the formation of a civil society in the country the President of the Republic of Uzbekistan Karimov I.A. noted that the election – is the most important key issue of a democratic statehood, existing in the country, the essential attribute of a democratic state with the rule of law, the basic form of the will of the people, citizens' participation in management of state and social affairs. From this perspective, this research by the relevant clarifications on the basis of the legislation to all processes related to the preparation and conduction of elections has a great practical importance. On the basis of proper legal and systemic approach were analyzed and given scientifically based comments to particular rules of law, governing the relations, connected with the creation of equal conditions during the election campaign by political parties and candidates, assisting them in conducting the campaign with the use of the permitted forms and methods of its implementation, campaign financing etc.
From this point of view the Commentary is a valuable source and practical guide for organizers and participants of the election.
